I have several networks or Access Points, why does the WIP330 not switch to the best one?

Bad news.

The WIP330 does not support roaming. It will not automatically change from one Access Point to another in the way a mobile phone does. You will have to select Menu/wireless/Set Wifi on the handset and choose the AP you want. At boot up the WIP330 will go through the list of saved wifi profiles and choose the first on the list it can connect to. You can determine the order of the profiles list. If no profiles are saved or none will work it will display a screen of available networks.
